Cellphone numbers as user name (or) ID

Recently I noticed a buyer having user ID with their cellphone number and this is not the first time.

Is this allowed ?

Will this not allow direct communication before a purchase (or) sale is made ?

A quick search of cellphone prefixes like 072 073 082 etc when searching users shows well over a thousand user names. Some are clearly not cell nos. Most are users with little or no ratings.
