Generally How Long Does a SNC take from PENDING to APPROVED

I seem to be getting more and more deadbeat buyers with 0 feedback and zero adresess, why are my SNCs not approved its been 15 days ?>

It takes 7 days but if the user responds to the SNC and says they still intend to pay they are given more time to pay.

I will normally wait  2 or 3 days after that then I send the user an email and tell them not to bother paying as I am relisting the item

But wait a minute this should have been finalised
