My payout function was restricted is it legal ?

I am overseas seller, and can get payout once a week on every Tuesdays, my recent two payouts have restricted by the customer support, is this legal action, it like robbery, I need to prepay all charges on recent transaction. I hope you can help to solve this.

Bidorbuy is now restricting all payouts for higher value orders till they are confirmed delivered.

Apparently they are getting inundated with Buyers protection claims and this is their response
