Credit Card Chargebacks

I am wondering how this whole "chargeback" issue is to be understood.

 

I sold an item 4 years ago to a buyer in Pretoria, on 4th Feb he decided that his payment was "unauthorized" and allowed for paypal to refund him at the current exchange rate (which means he paid me R539 and was refunded R770)

 

Now 4 years is a long time for anybody to decide the payment was "unauthorized" and how on earth did Paypal get this done when the client has to complain in 50 days or so.

 

As the client is a local and his shipping address has not changed email has not changed, have proof of shipping, proof of everything else is it possible to fight this via SAPS, Lawyers etc or did the client get away with fraud unscathed?

First stop is contact Paypal, showing proof of delivery... I have never heard of this before. Generally speaking a credit card can only be charged back 180 days from purchase - this seems to be a paypal reversal.

This has to be an error on PAYPAL side, I deal with them alot and they never issue a final ruling until both parties are contacted and sufficient evidence is collected. PAYPAL only allows a buyer 45 day window period to request a charge back.

What does reversal mean?

 

I downloaded the CSV file which indicated the reason why the funds were paid back reason is listed as "unauthorized payment" and "unauthorized claim"

 

Something is very wrong with this. I was never given time to contact the buyer, the buyer ignores all my messages, ruling was made within about 15 minutes after I provided the tracking waybill (received an email from paypal 15 minutes after I provided the waybill.)

 

This parcel was shipped courier to door, I never throw away my shipping waybills therefore provided the original documents to Paypal.

I would say its an error contact PayPal first their customer service is excellent it does take a day or three though
