Mandela proof coins

Will someone please explain the Mandela 2008 Birthday coinage to me. Where does all the proof coins come from now? How many proof coins were minted? Herns handbokk is confusing me (it does not take a lot to do that). Also NGC population census does not record any as graded proof.
