Proof coin was chocked in an opened plastic capsule

Today I opened my 2012 Walter and Albertina Sisulu R1 Silver Proof Coin which was still in the original plastic bag from the mint (never opened before). When I opened the box I had a big laugh: The coin was chocked in an opened plastic capsule!! I was not able to close the plastic capsule completely nor open it completely.

Can somebody tell me, are this happen for every years of all R1 silver proof coin? seems like the coin is bigger than capsule

I saw the very same thing this year, its the first time though. Tried to close mine but the capsule broke.
