1965 1cent to R1 Mint Packs (Only UNC or PROOFS as well)?

Hi, it certainly looks like any regular issued Unc pack. Thing is, these mint packs were only supposed to have been issued from 1967 on, so if this is SA Mint issued, it's a big surprise.

hi-herns 2009 catalogue page 240 ,read the top three paragraphs -says that these were perhaps reject proof coins that were used in these sets in 1964 and and possibly 1965.

Hi Neil,

 

The early Unc's were issued in white paper envelopes with a blue SA Mint stamp on it, and not in PVC holders. I thought it might be Bickles, which would make it proof coins, but the holders that I am familiar with are different to the photos here. Maybe someone else can identify the packaging.
