Bi-metal coin with loose inner (not R5)

Greetings all


I would like some local input on how to classify a coin in my collection. Now after putting all my coins in flips I have managed to loose track of this coin so can not post pictures.....I will dig it out eventually:embarrest:


My mother went to Italy in 1996 and brought back some coins for us kids and this specific coin is a 500 Lire coin.



The inner does not rotate inside the outer ring, it is just loose enough to rattle a bit, can I list it as a production or metal flaw in my collection? Its it possible to tamper with bi-metal coins to cause such flaws?


Anyway I look forward to some input.
