Selling of fdc's without inserts

I've had 2 recent incidents where I brought FDC's without inserts. The inserts are an important part of the FDC. So buyer, do take care and ask whether the FDC's you are about do buy does have inserts in or not!

Are you aware that many modern RSA FDCs never had inserts? In other words, that the Post Office did not produce inserts for many FDCs?
