Very bad rated buyers - why are they not blacklisted?

I received an order from this buyer yesterday: All ratings received by dicowza4 on bidorbuy.co.za

 

Do you think it's extremely pessimistic of me to presume I ain't gonna see a cent?

 

Why do buyers with such bad ratings not get blacklisted?

It's only fair to the buyer to add here that I have just been paid! I am astonished, but pleased of course! :-)
